CARRY WEAPONS WITHOUT A PERMIT. ANOTHER EXPANDS MINNESOTA’S STAND-YOUR-GROUND LAWS. STATE LAWMAKERS MOVING TO STOP CITIES FROM BANNING PLASTIC SHOPPING BAGS. THIS IS THE THIRD MAJOR BILL WHERE LAWMAKERS ARE TRYING TO TAKE AWAY THE POWER OF CITIES TO REGULATE BUSINESSES. OTHER BILLS PREVENT CITIES TO GRANT PAID SICK LEAVE. WCCO POLITICAL REPORTER PATT KESSLER IS JOINING US LIVE FROM THE STATE CAPITOL. GOOD MORNING. Reporter: GOOD MORNING. WHY TAKE AWAY THE POWER FROM THE CITIES ON ISSUES? WE HAVE SEEN THIS WITH MINIMUM WAGE AND WITH THIS. THEY WANT IT TO BE MORE FROM THE STATE. Reporter: THIS IS A LOT ABOUT BUSINESSES. BUSINESSES COMING TO THE CAPITOL SAYING IT WILL COST THEM A LOT MORE MONEY. THESE PLASTIC BAGS, WE ALL HAVE THEM. IF YOU HAVE DOGS YOU PICK UP EXTRA ONES AT THE GROCERY STORE. THESE COST A PENNY. RETAILERS WERE TELLING LAWMAKERS YESTERDAY THAT A PAPER BAG COSTS ABOUT TWO CENTS AND A BIG ONE FOUR CENTS. THAT COSTS THEM MORE MONEY. YOU ARE RIGHT, THE MINIMUM WAGE IS SOMETHING THAT THEY ARE TAKING AWAY THE POWER IN CITIES AND SICK LEAVE. BUSINESSES SAY ALL OF THESE COSTS THEM A LOT MORE MONEY AND MAKE IT HARDER FOR THEM TO DO BUSINESS. THEY HAVE A RECEPTIVE EAR AT THE CAPITOL WITH REPUBLICANS IN CONTROL OF THE HOUSE AND SENATE. THE QUESTION IS WILL GOVERNOR DAYTON ALLOW THIS TO BECOME LAW IF THEY PASS? WHAT HAPPENED TO LOCAL CONTROL? I THOUGHT CITIES WERE SUPPOSED TO HAVE CONTROL. Reporter: IT IS LOCAL CONTROL UNLESS IT COMES TO THIS AND THIS AND THIS AND THIS. GUN LAWS, THEY TOOK AWAY LOCAL CONTROL FROM GUN LAWS. THE CASE BY CASE BASIS. IT IS NOT AN IDEOLOGY. WE MENTIONEDTHE GUN RIGHT’S BILL EARLIER. Reporter: THE GUN RIGHTS PEOPLE SAY THE SECOND AMENDMENT ALLOWS THEM THE RIGHT TO CARRY A HANDGUN WITHOUT A PERMIT. TO CARRY IT IN PUBLIC. TO CARRY IT OPENLY. TO CARRY IT SCHOOLS. AT THE STATE CAPITOL. IN GROCERY STORES. TO CARRY ANY WEAPON WITHOUT A PERMIT. THEY SAY THE CONSTITUTION ATHROWS THEM TO DO THAT. THIS BILL RATIFIES THAT. THAT’S A BIG ONE GUN OWNERS ARE ENCOURAGED TO COME TO THE CAPITOL WITH THEIR WEAPONS AND WEAR THEM OPENLY. WE’LL SEE WHAT HAPPENS WITH THAT LATER THIS MORNING. THE OTHER BILL IS CALLED THE STAND YOUR RIGHTS BILL. THIS HAS BEEN VERY CONTROVERSIAL AROUND THE UNITED STATES THE LAST FEW YEARS BECAUSE OF SHOOTINGS PARTICULARLY OF YOUNG BLACK MEN. THIS WOULD EXPAND THOSE RIGHTS. YOU WOULD NOT HAVE THE RIGHT OR THE ABILITY, YOU COULD RETREAT IN CURRENT LAW, THIS GIVES YOU THE RIGHT TO NOT RETREAT AND SHOOT SOMEONE IF THEY ARE ON YOUR PROPERTY. THIS IS AN INTERESTING BILL, ALSO. GOVERNOR SIGNS SUNDAY LIQUOR SALES BILL YESTERDAY. EVER THINK HE WOULD DO THAT? Reporter: I DIDN’T SEE THAT. WAS THAT IN THE NEWS SOMEWHERE? THIS IS THE BIGGEST STORY OF THE YEAR HERE AT THE CAPITOL. STILL GETTING TREMENDOUS RESPONSE FOR THIS. THE GOVERNOR’S LUKEWARM BUT HE SIGNED IT BECAUSE HE SAID THE PEOPLE HAVE SPOKEN. POLLS WERE OVERWHELMING. IT IT HAS 150 YEARS SINCE WE DONE IT. YOU HAVE 16 SUNDAYS LEFT UNTIL JULY THE END, WHICH IS IS THE FIRST SUNDAY SALES. YOU’LL BE THERE, I’M SURE. GOT TO SUPPORT MY LOCAL LIQUOR STORE.
