>>WOULD YOU LIKE TO MOVE YOUR BILL?>>I WOULD LIKE TO MOVE IT BE MOVED OVER FOR POSSIBLE CONSIDERATION.>>I UNDERSTAND THAT YOU HAVE AN AUTHORS AMENDMENT. WOULD YOU LIKE TO PUT THE BILL IN THE SHAPE THAT YOU WOULD LIKE IT?>>THANK YOU. YES; SIMILAR TO HOUSE FILE 1787. THERE ARE A COUPLE OF AMENDMENTS THAT I WOULD LIKE TO — PAGE 1; LINE 13 ADDS THE INSERT; THIS APPROPRIATION MAY ONLY BE EXPENDED ON THE — OF THE PUBLIC UTILITIES STATUTES.>>WE’RE NOT GOING TO HEAR THAT AMENDMENT SO I DON’T SEE ANY DISCUSSION. ALL THOSE IN FAVOR? ANY OPPOSITION. THE AMENDMENT IS ADOPTED. THERE WAS A DECLINE TO ADD THE A SIX AMENDMENT.>>IT LOOKS LIKE WE’RE EXCLUDING — NOW THAT THE AMENDMENT IS BEEN ADOPTED?>>I THINK OUR TESTIFIER CAN HELP WITH THAT.>>THANK YOU. THIS IS — THANK YOU CHAIR. WE — AS IT IS CURRENTLY CONSTRUCTED WE COVER ABOUT 21 OF OUR CAMPUSES. OUT OF 54 TOTAL.>>WOULD YOU LIKE TO TELL US ABOUT YOUR BILL?>>SO THE SECOND BILL IS SIMILAR TO THE ONE THAT WE JUST DISCUSSED. HOUSE FILE 17– APPROPRIATES — TO ESTABLISH GOALS AND BENCHMARKS TO RENEWABLE — PROGRESS. IT HAS SIMILAR GOALS AND BENEFITS TO THE PREVIOUS BILL. I CAN CERTAINLY GO BACK OVER THOSE. WE THINK THE BILL REPRESENTS A TIMELY OPPORTUNITY — CAMPUSES. THE OPPORTUNITY OFFERS A CLEAN ENERGY SUPPLY BUT — I’M PLEASE TODAY REPORT THAT OUR EFFORTS IN IMPROVING THE CAMPUSES IS STARTING TO PAY DIVIDENDS. OVER OUR 2009 BASELINE. AS A FINAL ENERGY BILL WE’RE EXPECTING ANOTHER REDUCTION IN OUR CONSUMPTION ABOUT ONE TO TWO PERCENT. IN OTHER WORDS THE INVESTMENT EFFICIENCIES; IS A DOLLAR THAT CAN BE INVESTED IN STUDENT SERVICES. THAT’S WHY THIS IS WELL TIMED AS WE CONTINUE OUR DRIVE FOR RENEWABLE ENERGY OPTIONS. IF PASSED WE WILL CONSULT WITH OUR CAMPUSES IN DEVELOPING BENCHMARKS; GOALS. WE CAN FANGSFANGS –>>ARE THERE QUESTIONS? I DON’T SEE ANY QUESTIONS? OH.>>SO MY QUESTION WILL PROBABLY BE THE SAME AS THE LAST ONE. ONCE AGAIN; I’D LOVE TO SEE US SPEND THE MONEY ON SPECIFIC PROJECTS. WE HAVE A LOT OLDER BUILDINGS THAT WOULD BENEFIT. TO REDUCE THE ENERGY CONSUMED. JUST WONDERING THOUGHTS ON HOW MUCH WILL BE SPENT ON PLANNING VERSUS HOW MANY WILL BE SPENT ON PROJECTS.>>I — THE INTENT OF THE BILL IS TO HAVE NEW SOURCES OF RENEWABLE ENERGY. THERE WON’T BE A LARGE PORTION OF IT FOCUSED ON PLAN AND GO EFFICIENCIES INTENDED FOR NEW RENEWABLE.>>SO I THINK THAT THE EXAMPLES THAT THE UNIVERSITY SHOW; PUTTING SOLAR OVER OUR PARKING LOTS.>>I THOUGHT YOU HAD SOMETHING NEW TO SHARE.>>NO; NOTHING NEW.>>SO WITH WE LOOK AT HOW TO — WE’RE LOOKING AT HOW TO USE ROOF SPACE.>>WE WANTED TO LEAVE THAT UP TO THE COLLEGES AND UNIVERSITIES.>>OKAY.>>THIS IS A QUESTION; KIND OF LOOK AT YOUR PORTFOLIO OF COST. ENERGY PLACES A PART IN. WHAT PERCENTAGE OF THIS; AS FAR AS YOUR COST STRUCTURE. WHAT ARE YOU SPENDING CAMPUSES WIDE ON ENERGY? WE STAND AS A SYSTEM; SO THAT’S PRETTY CONSISTENT. WE’RE STARTING TO CURVE DOWNWARDS.>>FROM A COST EFFICIENCY STANDPOINT; IF WE LOOK AT — ARE YOU LOWER AND THEN KIND OF A SNAPSHOT IN TIME; LOOKING BACK MAYBE TEN AND 15 YEARS AGO WHAT YOUR SPENDING. SO WHAT IS 33 MILLION TODAY AND — WHAT ARE YOUR COSTS BACK THEN; THAT WOULD BE GREAT.>>I’LL HAVE TO GET BACK TO YOU ON THESE DETAILS. ROUGHLY SPEAKING FROM OUR BASELINE WE SEE LIKE A 13 PA 14 PERCENT REDUCTION.>>I KEEP COMING BACK TO THE SAME QUESTION. THIS SAYS IT IS GOING TO WAYS AND MEANS. THIS SHOULD HAVE A STOP AT HIGHER ED SO THE FOLKS CAN DIVE IN AND SEE IF THAT WORKS WITH THEM AS WELL. CAN YOU UPDATE ME ON WHERE THIS WILL GO. WHAT IS THE PLAN FOR THIS PATHWAY; PLEASE?>>I HAVE TALKED TO THE CHAIR OF HIGHER ED TWICE. AND BECAUSE IT IS BASICALLY A FUNDING BILL AT THIS POINT; THE CHAIR HAS SAID WE DO NOT NEED TO SEE IT. I TALKED TO HER BASICALLY AS OF YESTERDAY; SHE WOULD GET BACK TO ME IF SHE WANTED TO SEE IT AND THAT HAS NOT HAPPEN. SO WE’RE GOING TO LAY THIS BILL OVER FOR POSSIBLE INCLUSION. I IMAGINE WHAT WE ARE DOING IS BASICALLY JUST OFFERING MONEY TO THE SYSTEM AND NOT CHANGING POLICY AND FOR ONE AND THAT THE MONEY TO JUMP START SOME OF THE ACTIVITIES OF THE SYSTEM. SO IT IS NOT A CHANGE IN THAT EXPECT. SO THAT WAS MY CONVERSATION WITH THE CHAIR. SO I HAVE HAD THOSE CONVERSATIONS.>>IF I MAY; I THINK YOU ARE; IT SOUNDS LIKE YOU’RE SUGGESTING MAYBE WE OUGHT TO GO THERE. IT IS UP TO THE CHAIRS. I GET THAT. BUT WITH — LAST NIGHT THE LEAD — MOVING ONE BILL TO — THOSE BILLS THAT DON’T HAVE THE TIME TO BE HEARD; WE ARE — THE PART THAT I LOVE ABOUT THIS PROCESS IS COMMITTEES IS WHERE WE DIVE IN DEEP. THIS IS WHERE WE DO THE WORK. IT SEEMS LIKE WE ARE FAST TRACKING THING THAT’S NEED MORE DIVING INTO. I THINK IT IS IMPORTANT AND I WOULD AGREE WITH YOU IF THAT WAS YOUR INTENT. BUT I WANT US TO BE ON CAMERA AND REPORT SAYING THAT THIS IS IMPORTANT STUFF THAT OTHER MEMBERS NEED TO SEE THIS BEFORE IT ENDS UP ON HOUSE FLOOR.>>I WANT TO MAKE IT CLEAR THAT I WAS NOT SUGGESTING ONE WAY OR ANOTHER THAT THAT COMMITTEE NEEDS TO SEE IT. I GAVE HER THE BILLS. BUT I THINK; I CAN’T READ HER MIND AND I’M NOT GOING TO TRY TO. BUT I CAN SAY THAT THIS BILL DOES NOT CHANGE POLICY. IT IS ONLY OFFERING ADDITIONAL MONEY FOR THINGS THAT SYSTEMS ARE ALREADY DOING. SO GIVEN THAT; IF IT WERE A CHANGE IN POLICY I WOULD SAY YES. SO THAT IS WHY IT HAS NOTHING TO DO WITH FAST TRACKING. THE NORMAL COURSE OF BUSINESS HERE.>>WE HAVE LEARNED IN THIS COMMITTEE THAT A LOT OF HIGH SCHOOL SITES THAT ENERGY SITES ARE THE SECOND HIGHEST ITEM IN THE BUDGET. CAN YOU TELL ME WHERE THEY OFF STAND FOR THE UNIVERSITY OF MINNESOTA?>>I’M NOT SURE ON THE OVERALL BUT TO GIVE YOU CONTEXT THE BIGGEST ITEM IS USUALLY PERSONAL — FOLLOWING BEHIND THAT IS BUILDING COSTS.>>I’M LOOKING AT THE BILL ITSELF AND APPRECIATE YOU BRINGING THIS FORWARD AND STANDING THAT UNIVERSITIES USE A LOT OF ENERGY. WE ARE SENDING THIS OUT WITH SORT OF THE IMPLIED DRAUGHTY THAT WE OFTEN DO FOR THE UNIVERSITY TO USE THE FUNDS WISELY. THE USE ON SPECIFIC PLANS; WE’RE GOING TO GET A REPORT ON WHAT YOU DECIDE TO DO WITH THIS MONEY. THE UNIVERSITY SPENDS A LOT OF MONEY ON RESEARCH AS WELL. IF THERE IS PLANNING IN INVOLVED; I’M OKAY WITH THAT. AS FAR AS THE UNIVERSITY GOES. I HEARD ON MY WAY IN THAT THERE WAS FIVE MILLION DOLLARS TO STUDY CROP COVER TODAY AND THAT IS ALSO VERY IMPORTANT. SO I APPRECIATE YOU BRINGING THE BILL FORWARD AND THANKS FOR YOUR ANSWERS ON THAT.>>I DO NOT SEE — REPRESENTATIVE — ARE YOU GOING TO OFFER AN AMENDMENT? THEN I DO NOT SEE FURTHER DISCUSSION. WE’RE MOVING FASTER TODAY. THANK YOU. WILL YOU RENEW YOUR MOTION THAT HOUSE FILE 1787 BE LAID OVER FOR POSSIBLE INCLUSION? 1788.>>I’M SORRY. AS AMENDED.
